To Kill a Mocking Bird Chpt. 4+5

These chapters were quite interesting but I do not see why they do not keep going on with trying to get Mr. Arthur out of his house. Plus, was that him laughing when Scout rolled into his yard. It makes you wonder if he really is still alive or whether he is dead. I do not think he would be in the chimney though...
