Cecil Jacobs sounds like a brat. His parents are probably talking to much on matters that children shouldn't hear in front of him and this is why he was speaking so cruelly. 

I couldn't help but laugh when Scout retold the story of the preacher who hated going to church so much that he "...stood at his gate in his dressing gown, smoking a hookah and delivering five minute sermons to any passers-by..."

That last paragraph or so about Jack talking to Atticus was interesting since Scout heard it all by accident and then started eavesdropping.
